The United Nations General Assembly adopted the celebration of the World Summit on the Information Society (WSIS), by Resolution 56/183 of 21 December 2001, with aim is to take concrete actions to prepare the basis of the Information Society.

 The World Summit on the Information Society (WSIS), was developed in two phases. The first phase was held in Geneva from 10 to 12 December 2003, where it adopted the Declaration of Principles of Geneva and the Geneva Plan of Action. The second phase took place in Tunis from 16 to 18 November 2005, the results were reflected  in the Tunis Commitment and Agenda for the Information Society, all of them endorsed by the General Assembly of the United Nations.

Based on the Geneva Declaration of Principles, the Geneva Plan of Action,  the Tunis Commitment and the Tunis Agenda for the Information Society, adopted in 2003 and 2005 respectively, the ITU Council by Resolution 1334, instructed the Secretary General to ensure efficient and effective coordination with all stakeholders in the preparatory process for the World Summit on the Information Society +10 (WSIS + 10), and resolved to support a high-level event on General Review of WSIS +10, to be held in 2014.

 

World Summit on the Information Society+10 (WSIS+10)

The WSIS+10 developed eleven actions lines, and its outcomes address the development of the ICT. Furthermore, contribute in a productive way to achieve the objectives of the agenda for sustainable development post 2015.

 

High-level Event WSIS+10

From 10 to 13 June 2014 was held in Geneva the high-level event of the WSIS+10, coordinated by the ITU, in close collaboration with all the agencies of the United Nations, in the framework of their respective mandates.

The High-level Event WSIS+10 was formed in an expanded version of the Forum of the WSIS. In fulfilling its objective reviewed the progress made in the implementation of the WSIS outcomes under the mandate of the participating agencies and collect the achievements over the last 10 years, based on the reports of the WSIS stakeholders, including country reports, the facilitators of the Lines of Action and other interested parties.

The High-level Event WSIS+10 reviewed the results of the WSIS (2003 and 2005) relating to the WSIS lines of action in order to draw up proposals for a new perspective after 2015. This process will take into account the decisions taken at the 68th Session of the General Assembly of the United Nations.

 

Colombia in the context of WSIS

The WSIS Plan of Action has contributed in the development of strategies and plans for the creation of an inclusive information society. Colombia has obtained in the years 2012, 2013 and 2014, the following recognitions for the implementation of their programs in the framework of the World Summit on the Information Society (WSIS):

2012 Award of the World Summit on the Information Society to the program: “Computadores para Educar”  in the category: Access to information and knowledge.

2013 Award of the World Summit on the Information Society to the project “En mi idioma” of the Ministry of Information and Communications Technologies in cooperation with Colnodo, in the category: Cultural diversity and identity, linguistic diversity and local content.

2014 Award of the World Summit on the Information Society in the category: "The Role of Governments and all stakeholders in the promotion of ICT’s for Development", to the Redvolucion program of the Ministry of Information and Telecommunications Technologies.
